What are ‘cross-cutting issues’? These are important matters that cross-over all other areas of work or engagement. They are fundamental aspects that should be considered when undertaking any other work. For AIPEG, four cross-cutting issues have been identified: gender, human resource development, capacity building and monitoring and evaluation.

All these cross-cutting issues are to be considered by AIPEG staff when assisting with developing or implementing activities.

    We want to make sure AIPEG does the right things and do them in the right way to improve the quality of the Government of Indonesia’s economic management and through this, contribute to broad based growth and poverty reduction. If AIPEG does not meet these two objectives, valuable resources are wasted and opportunities lost. In some cases, the outcome of doing the wrong thing may exacerbate a problem. AIPEG’s monitoring and evaluation (M&E) program is designed to help us make sure AIPEG’s activities are on target and achieve positive and sustainable outcomes.

    All our Advisers are responsible for monitoring progress against agreed timelines, budget and achievement of targets and the development of capacity at an individual level.

    Evaluation is important. We use the following evaluation model. 


    The diagram shows four different areas where AIPEG may be supporting a partner agency. These are:

    • Individual/Group of people. E.g. participates in decisions, training, access to information, understands role, adequate incentives & wage, accountability and feedback.
    • Entity/Organisation. E.g. mission, vision, strategy, culture, competencies, policies, values, structure, processes, systems, resources (human, financial, information), infrastructure.
    • Network. E.g. relationships with other agencies, private sector or clients.
    • Enabling environment. E.g. legislation, national policy, management and accountability perspectives, resources available.
